A municipal consultation residents could trust

Bellpuig City Council ran a hybrid citizen consultation online with full guarantees, letting residents vote from home or in person and verify the outcome, in a process recognized by the OECD.

The challenge

Bellpuig wanted residents to weigh in on a relevant local project. For a public consultation to carry weight, it had to be easy for every resident to take part, transparent enough that the result was trusted, and inclusive of those less comfortable online.

Requirements

The consultation needed a hybrid format combining online and in-person voting, clear communication to residents, and a verifiable result. The mayor committed to honor the outcome even though the consultation was non-binding, which raised the bar on trust.

How Vocdoni helped

Residents received a mailed notice with a QR code and instructions, and could vote online over a two-week window or get in-person support at the town hall. The process was verifiable end to end, so residents could trust the count.

Results

The hybrid consultation gave residents a convenient, trustworthy way to share their views, and the council committed to honor the result. The process was highlighted by the OECD as a standard for modern civic participation.

“We chose digital voting with Vocdoni to reinforce the mechanisms behind the right to vote, making it as easy as possible for the residents to share their views on a relevant project for Bellpuig and the region.”

- Jordi Estiarte, Mayor of Bellpuig
