The challenge
Bellpuig wanted residents to weigh in on a relevant local project. For a public consultation to carry weight, it had to be easy for every resident to take part, transparent enough that the result was trusted, and inclusive of those less comfortable online.
Requirements
The consultation needed a hybrid format combining online and in-person voting, clear communication to residents, and a verifiable result. The mayor committed to honor the outcome even though the consultation was non-binding, which raised the bar on trust.
